A WEBM file is Google's open video container that holds VP8, VP9, or AV1 video with Vorbis or Opus audio. Drag it into any modern browser or open it in VLC, no codec pack needed. If a phone, TV, or editor rejects it, convert to MP4 with HandBrake or ffmpeg; that re-encodes the video, so it takes time and loses a little quality.

Why does a file show audio but no picture (or not play at all)?
