A .cdf-ms file is an internal manifest-cache file the Windows ClickOnce / side-by-side deployment system creates automatically. You do not open it. The .NET runtime reads and writes it while installing or launching a ClickOnce app. If a ClickOnce app misbehaves, repair or reinstall the app; do not hand-delete .cdf-ms files.
